The doors of the Fund for technological innovation and digitization wanted and managed by Minister Paola Pisano have officially opened a few hours ago. 43 million out of the total 50 million available will be made available to Municipalities and aimed at the digital transformation of these Bodies so that the work of those who, in direct contact with companies and citizens, represent the terminal of the bureaucratic machine of the Public Administration can be supported. In short, one cannot imagine a true digital transformation of the PA if the Municipalities are not supported on this path: the Fund identifies in this deficiency an element on which to necessarily act to complete the framework envisaged by the Government project.
For the Municipalities, especially the smaller ones, it is certainly not an easy path by virtue of lack of personnel, funds and times. The paperwork to be carried out is in fact added to the many others in the hands of small staff (which have been stopped for years by virtue of a spending review that has not granted margins) and for many it will therefore be complex to try to pursue this opportunity. Entities that have already been admitted to the public notice can also apply for contributions from the Fund for technological innovation and digitization. 'Notice for "strengthening the administrative capacity of small municipalities" published by the Department of the Civil Service and addressed to municipalities under 5,000 inhabitants.
Time, however, is short: to access the Fund, an appropriate application must be submitted of accession by January 15th. The fee will then be disbursed in two stages: 20% for activities already completed by February and 80% for activities completed by December 2021. To reach out to the Administrations concerned, the Department for Digital Transformation promises to make available "a group of experts to facilitate technical and administrative procedures and operating manuals dedicated to the enabling platforms (Spid, PagoPA, App IO) covered by the Fund".
